My take is, it is an irrelevant target, but in a move of what can only be described as unusually compassionate by the government, they are releasing some inmates ( I assumed non rats ) because the prison is unsafe because the brainless golems keep attacking the prison for no good reason other than they don’t have a local hair salon to attack.
