ISIS holds all the east of Palmyra right now, all the oil and gas fields were not totally destroyed when the SAA retreated from there, mostly are running, nit at full capacity to maitenance issues and parts, but producing somehow. Russia has a large Military presence in Kirgisia and Tadjikistan. And not to forget the sizeable presence in Abkhasia, South Ossetia (both part of internationally recognized Georgia), Transnistria (Moldova) and, last but not least, Ukraine.
