Since three doctors and patients were among the dead — as well as people visiting patients — it’s pretty clear that civilians died in the hospital.
And since there is CCTV footage of the explosion inside the hospital and of the civilians who died, I’d go with conclusive and very substantiated.
But I appreciate this won’t persuade someone who can only see “terrorists”, rather than those who might be bombing hospitals.

You forgot to mention that the civilized Iranians gently wiped the eyes of those tearful US Marines, and soon cheered up the fearful Yanks by giving them a present of a bag of sweets each, and a nice new civvy suit to replace their wet and dirty uniforms. The next day, cheery Iranians waved the Yanks back home – civilized values from an old civilization.
